The device is not signed into an Apple Sandbox test account. Sign the test iPhone into the Sandbox account under Settings → App Store → Sandbox Account. Signing into the App Store with a production Apple ID is not sufficient. App Store settings are unrelated to the Tap to Pay entitlement.
